...y'all should read this meta on the subject by [livejournal.com profile] thisficklemob, because she offers the only explanation I have ever seen. And it, like, actually makes sense!

Gah, I love Restless, y'all. It took me a few watches to warm up to it, but oh how I love it now.

I always thought the Cheese-man was a post-modern element, a sign to the characters that they are dreaming and to the audience that the show is aware of the audience and so on. Lately I have gone so far as to say he represents Joss himself, and have even wondered why Joss did not cast himself in the role.
I actually wrote a paper on Restless a couple of years ago, but I left CM out of my analysis because there is just too much going on there than I could cover and also prove my thesis.

Anyway, I love Restless... it rocks.

I could see that as well. I don't actually think Joss intended a specific meaning for the cheese man, like cheese man = Watchers; your explanation makes sense from an authorial intent standpoint.

Restless is a thing of wonder and a joy forever. I actually didn't like it at first; I felt it was pretentious. It took me a couple of watches to warm up to it, but now it's in my top five for the whole series.
